The Impact of the Humanitarian logistic services in the improvement of the Disaster Management effectiveness: Chaos theory pillar as a moderating variable. (An applied study in Ministry of Emigration & Displacement and International Humanitarian Organizations in Iraq)

The Research aims to measure the Impact the humanitarian logistic services to improve the effectiveness of the management disaster in the light of the moderating variable of the Chaos theory pillars, correlations were measured between the independent variable (the humanitarian logistic services) and its major independent dimensions (the speed of start, the reason of disaster, the context of the operation and the scientific methods), They are all indicators oriented to measure humanitarian logistics and the dependent variable (the effectiveness of the of disaster management) and its dimensions (pre - alarm regulations system, safety and readiness system, damages controlling and deterring system, balance and activity recovery system, strategic sustainable education system). They are all indicators used to measure the effectiveness of the disaster management. Moreover, the analysis shows the importance of variables with each major dimension of both independent and by - variable with the items of the dimension of each. The interactive role (of Chaos theory pillars) in their eight dimensions was measured which they handle the complex and chaotic systems. The sample of the research was represented by a group of officials ( High Administrations), managers from various levels, engineers and technical technicians who work in humanitarian logistic services sector in the Iraqi Ministry of Emigration and Displacement and international humanitarian organizations in Iraq since they are specialized in the field of humanitarian logistic support in the event of disaster after the problem is to be diagnosed efficiently through visiting the camps of the displaced from the disastrous Iraqi Governorates . The Research is based on two basic hypotheses. The first is (there is a statistic - significant influence for the humanitarian logistic services through their collective dimensions to improve the effectiveness of the disaster management), The second is (there is a moderating influence for the Chaos theory bases in the relation between the humanitarian logistic services through their collective dimensions and crisis management). The researcher depends on the descriptive methodology in the theoretical side and statistical analysis in the applied side. An adequate and promoted questionnaire application was developed to serve this purpose. The research concluded certain conclusions, the most important of which is the comparison that shows the role of the international humanitarian organizations recognized by their being of high level of experience in providing humanitarian logistic services in such a way that it would reduce the melancholy of the displaced. Then, the role of the Ministry of Emigration & Displacement has come to serve this goal that it has its own influence to improve the effectiveness of the disaster management in the organizations under study. The intercommunicative relations revealed different outcomes and being of contrast as per officials opinions in the Ministry of Emigration & Displacement and the international humanitarian organizations. Moreover, the study summed up some recommendations and suggestions, one of which is the confirmation on the role and the importance of humanitarian logistic services in the event of the crisis or disaster occurrence and its significant influence to improve the disaster management especially in the organizations which are the subject matter of the Research.

Energy Consumption in the Gulf Arab States : Geography Study

The study of energy consumption in the Gulf Arab states is one of the important considerations that examine the reality, causes and effects of utilization in the most important areas of production and consumption of energy in the world. This study covers a period between 1965 and 2015. In order to achieve the objective of the study, the research is divided into five axes:
Firstly: The strategic importance of energy in the Gulf Arab states.
Secondly: The reality of energy consumption according to these countries.
Thirdly: The reality of energy consumption according to its sources.
Fourthly: The affecting factors on energy consumption in these countries.
Fifthly: The resulting effects from energy consumption in these Gulf States.
The study has found that the quantities of energy consumption in the Gulf Arab countries have doubled by 17 times during half a century due to a number of factors, including the richness of these countries in oil and gas reserves, the growing population, the growing phenomenon of incoming immigration, the cheap prices of energy backed by the governments of these countries, the transition to urbanization and civil society, the high rates of income as well as the impacts of extreme climate. The result of these factors was the fact that the Gulf States occupy the world's top per capita energy consumption, resulting in economic, environmental and health impacts, which require these countries to consider seriously the solutions and policies to be applied to reduce risks of excessive energy consumption.

Longer term financial engineering of the modern concepts that have entered the world of finance and investment, which means the design, development and implementation of each of the financial instruments and processes and innovative processes, in addition to the formulation of innovative solutions to the problems of funding, and its definition is clear they can be used in risk management, and perhaps take advantage of Islamic banks is a necessity urgent even greater than their conventional counterparts, and if the financial engineering used to find solutions to the problems of funding or make more money or risk management solutions, and talk about the Islamic financial Engineering and the expansion of activity and interaction within the local and global economy, leads us to talk about the episode of interrelated elements; first is the availability of Islamic financial products, respond to economic and religious requirements at the same time, followed by the presence of Islamic financial institutions issued and authorizes issuance to reach the Islamic financial market deepens relied upon and consolidates its presence, and to the Islamic financial architecture to be competitive with conventional they need today to a diversified portfolio of financial instruments and products flexible and sufficient to meet the various requirements imposed by the local and global economic variables.

Quality System is considered one of the features of modern era, because it is related to productivity, and its improvement and it is described as a wide broaden inclusion. (Quality Asurance) is all those activities that are planned and systematically carried out in the framework of the quality. Also it provides confidence that the product and service will meet the quality requirements. Moreover, because of the futility of some of the systems and the prevailing management techniques in achieving the demand quality of developing skills of managements of the future leaders and for increasing employment and reducing wastes: the theme of quality takes a main trend and contemporary subject of many countries and in all sides of life, in general, and in education side, in particular, in the field of performance, evaluation and development, and improvement. And because of the importance of the subject, the researcher has taken the title for this research (Evaluation of the performance and Quality of Learning Resources at the College of Tourism Sciences of Al-Mustansiriyah University–an Empirical Study). To enlarge this subject from the evaluation of all standards of quality in higher education, but the researcher has choosen one standard of quality standards, i.e. education resources. The research subject contains two sections: Section one includes theoretical concepts of the quality theme and its management and standards, second section includes analysis study to the extent of application of quality standards of the educations resources in the College of Tourism Sciences. Then, proposed the conclusions and recommendations. one drawn, The most important conclusions refer that there is a kind of good performance related for the organization, planning and evaluation, and support for users, but there is a Kind of average performance related to resources and facilities.

Economic and Social Developments in Iraq : Oil and Health Sectors Model

This paper investigates the economic and social development in Iraq, particularly education and health in light with the economic policies that adopted by some developing countries such as the UAE, Singapore and Malaysia. However the study has analyzed the economic policies in Iraq, and focused on the lack of sustainability of economic reform in various sectors. In addition, it tackled role of oil sector in financing the public budget. The study confirmed that a high reliance on oil has led to weaken investment projects in general. Therefore, sound economic policies must be geared to reduce the high contribution of oil sector through pursuing comprehensive planning that target enhancing the economic progress and activate non-oil sectors.
